Is iowait a hard disk issue in VPS x.x.x.138? Is the hard drive in Server x.x.x.138 too busy?

If so, you are right. It is an iowait issue.

Maybe VPS x.x.x.138 and VPS x.x.x.199 are installed in the same Dedicated Server but
they run in different Hard Disks.

What is %nice?

depends an overloaded system will increase iowait but a bad hardware performance increase overload too
