If you want to limite messages size, you can limit them in global configuration.

• Select Messaging/index in the left menu
• Click on "security" tab
• Select Messages restrictions icon

• A new page is displayed.
• Set your restriction on the "Message size limit" field in "bytes" 
• Click on Submit button
• Save your settings by Clicking on Save & Apply your policies
