 Check your users settings, the Junk/Ham learning working only on activated accounts and if Artica manage mailboxes.

You need to enter into accounts and enable the feature : 

• On the User control windows, click on "Mailbox" feature.
• On the right section, click on "Junk Learning"
• On the Junk Learning new windows , turn to green the red circle.
