This feature is available with Artica version 1.4.100514
If you are under this release you need to upgrade your Artica version.

Many social networks and even some email programs do not allow long website addresses.
So, spammers have turned to using URL shortening services to get around the social net and email rules.
This plugin looks for URLs shortened by a list of URL shortening services and upon finding a matching URL will connect using to the shortening service and do an HTTP HEAD lookup and retrieve the location header which points to the actual shortened URL, it then adds this URL to the list of URIs extracted by SpamAssassin which can then be accessed by other plug-ins, such as URIDNSBL.
- On the left menu click on Messaging / Main Parameters.
- Select Filters (Anti-Spam...) tab
- Click on SpamAssassin icon
- Turn to green "Active the Short URLs Checking"
- On Web Sites tab, you can add/delete/disable/enable Short urls web services for the checking purpose...
