If your are a SuperAdmin (Artica Administrator) or Postfix Administrator, you will be able to display the Global Quarantine Manager

The Global quarantine manager is displayed  on each quarantine feature

For example, if you click on the Quarantine Manager in an Organization : 

You can see a buton "Global Quaratine Manager" that display all storage quarantine without  any organization restrictions
